Understanding Your NDIS Plan: Core, Capital & Capacity Building

Opening your first approved NDIS plan can feel like reading a foreign language. Line items, support categories, budgets that can and can't be moved around โ€” it's a lot. The good news is that once you understand the three core budget types, everything else starts to make sense.

Every NDIS plan is divided into three funding buckets: Core Supports, Capital Supports and Capacity Building Supports. Each one behaves differently, and each has its own rules about flexibility.

1. Core Supports โ€” your everyday funding

Core is usually the largest and most flexible part of your plan. It funds the day-to-day assistance that helps you live your life, including personal care, help around the home, and community access.

In most plans, funding can be moved freely within Core โ€” so if you use less transport one month, you may be able to put more toward community access.

2. Capital Supports โ€” bigger, specific investments

Capital funding covers higher-cost items and is far less flexible: money here is quarantined for a specific, approved purpose.

3. Capacity Building โ€” growing your independence

Capacity Building is all about building your skills and independence over time. Unlike Core, funding cannot be moved between its sub-categories โ€” each is allocated for a specific goal.

The single biggest mistake we see is under-using Capacity Building funding. It's there to make you more independent โ€” use it.
